I think you can wake it up with any thrown item or projectile spell.

I had trouble with this one. I tried shooting projectiles at it, firing spells and using the horn, nothing. Then later I got pissed at it and threw a torch in its face. This made the bridge spawn. Not sure what was special about a torch.
