Update:
It is indeed strange, as I reverted back to 149% DPI and the game is launching normally. Maybe it must be done only one time, or it is completely unrelated and something else fixed my problem. I cannot guess what, as I didn't make any other changes to the computer.

Guys above: try setting DPI scaling to default 100%. I was using custom 149% (since starcraft 2 has a non-working mouse at 150%). Changing back to 100% solved the problem above Devs: is there a way to fix that in a patch? setting dpi back and forth requires 2 log-off log-on actions in windows and is...
